New Idea for Expansion Pack

I have a good idea for and expansion pack for The Elder Scrolls V: Skyrim in which I think could have improve the game dramatically.

The Title of the Expansion pack could be called
"The Tenth Hold" and what the main idea focuses on is being able to become a Yarl of a newly created Hold on which you will run and Collect from. It gives players an even larger concept of what to do in this game

To start you would have to get 9 different quests from each of the Nine Holds to get them on your side to elect you to become the 10th Yarl

You would be able to choose one of the abandoned forts from the map and have the choice to place your Claim there after you have eliminated the threat of the bandits and or mages
Different Forts can accomplish different themes.
Forts to use for example:
Trevas Watch
Fort Neugrad
Fort Sungard
Mistwatch
Faladar Tooth
Fort Amol
Fort Dunstad
Fort Greymoor
Fort Greenwall
All forts that have potential to choose from to fix

From then on you can do missions that involve getting Ores or stone to build your ruined walls and defenses for the fort.
Different quests could be achieved to help your people so they can settle in your town and missions to defend your growing community from bandits to improve your status with your town. Also you can choose your allies depending on if your with the Imperials or the Stormcloaks.

After your Hold has been build you can name it and the guards you will be able to purchase will be named along with it.

You can pick from a selection of icons that you would like to represent your Hold and the Colors of your soldiers.

Since the Ancient forts have nothing in them you should be able to have purchases that can improve your fort. Purchases can be like a vault, Barracks, a blacksmith or the Headquarters of where you will stay.

Wall repairs and the creation of your buildings should cost coin and resources and not be cheap.

You Can also build a small town next to your fort where you will be able to get townsmen to build houses, and an inn or a lumber mill (if your by water) etc.

The town will make you a small tax profit ever in game week in which you can collect at your head quarters and use the money to buy upgrades for your fort. The profit can be used to boost economy or build your infrastructure

The guards you hire will be in your town and fort. You should have a limit to what you buy for soldiers.

Examples of some prices to buy for buildings:
Swordsmen: 1,000 Coin
Archer: 1,500 Coin
Barracks: 10,000 Coin
Vault: 7,500 Coin
Armory: 15,000 Coin
Wall Repair: 2,500 Coin
Etc..

If proud spire manor is 25,000 Coin then that sounds reasonable is not more than

Tax Profits could include:
Inn: 750 - In game week
House and Farm: 250 - In game week
Lumber mill: 500 - In game week
Etc..

Could get a 5 to 10 level boost bringing you to possibly 60
A new Skill?
The King (or Leader) Skill
Perks could include having the people in your town pay more or jobs cost less.

In your town you could have different options to run it such as having a hunting crew gather resources for the people. Or a Market in which you can improve.

I really Believe that A LOT of people would pay to have an expansion like this where they can see what its like to rule their own and have a creation that you can Admire

Its really not impossible to accomplish (There is a village on which you can improve in Assassins Creed)

Please let me know if anyone has any ideas to this or if its a good idea to start with. Feedback would be nice
