I think thats because no Khajiit want to live in Skyrim. It is just to cold for them. And the one who are there, are Merchants, which will return to Elsweyr as soon they have made enough money.

Khajiit are furry mammals... Quite honestly, I'm not sure they aren't somehow better off than the men and mer about the place.
