So If I have a character around level 20.
And if I use console commands to lower all my skills to 1, and my level to 1.
Would all the enemies level down with me? Or are they at the same difficulty as they were when I was level 20?

Depends, there's two types of mobs, from what I've heard, ones that scale directly to your level, and ones that get locked in when you first encounter them (Some are probably actually just fixed, though.)

The highest level any mob ever is is lvl 50. All dragon priests are this level.
