Doesn't make it obsolete. But it does noticeably increase FPS rates.

Performance and Stability Mods are no longer required under 1.4. They may offer some benifit after the authors re-code them, if they choose to. In fact, the game probably won't run if you are using any of those mods with the latest patch.
