Restoriation Perk; Respite Increases Restoration?

I have always wondered if the Respite Perk for Restoration can be used to level up? Does Stamina restoration increase your level or must it be healing health?

Magic levels up with practical use, for ex destruction levels up when used against a valid target. That being said, u can stand in the middle of a field and cast muffle over and over again and it will level u up, same with bound sword/battleaxe. Im sure the same could be said for ur situation.

You will only get an increase in Restoration if the spell does something. If you are at full health, a Healing Spell will not do anything. If you are at full stamina, same thing.

What you could do is Sprint until your Stamina meter drops, then cast the spell.
