I was recently looking up potential followers that you can have for this game, because hearing the same voice over and over again can get rather vexing, and so I traveled to Darkwater Crossing and try to pick up Annekke Crag-Jumper up as a follower by engaging her in one of those radiant quests given out randomly by different NPCs, but I couldn't talk to her. I looked at the location for the mission she gives you (which is assumed to be dependant on the area the quest-giver is located) which would have been designated as Gallows Rock. I understand there's the mission titled Summerset Shadows that has you kill the bandit leader there, but I haven't actually progressed that far into the Thieves Guild to really worry about that. I have cleared Gallows Rock out during exploration, but I'm left wondering if the bandits will respawn and she will give the quest if I were to wait for awhile.

In short, does clearing out a place before any given mission designated at that place imparticular impact the ability to gain potential misc. quests and/or possible followers?
