So I've been in WIndehelm over 4 times, i've done this quest before in my Nord account, i've finished the CIvil War and i just dont know how to trgger the quest. Im in xbox BTW so no console Commands.

Try talking to people and see if it comes up in conversation. When I got the quest it was from dialog... there didn't seem to be a trigger. Try talking to people in the tavern and that one Dunmer woman who's always walking around at night. I think you could also break into a certain location but this might lead to bugs so use that as a last resort.
