Ever noticed how if the stormcloaks win the war the thalmor is still in skyrim? For example in that one quest Diplomatic immunity the thalmor is still in their cozy embasy even after the stormcloaks took control of Solitude.. So is there an explanation why Ulfric won't kick them out or is it something bethesda didn't noticed?
