Do I still have to change the draw distances in the ini files to make the game look its best or has this been fixed?

It's not something that's broken. Expanding the draw distance capabilities through the .ini is just further than the game is meant to go. And yea, you still have to bump it up through the .ini if you want to load more cells or more grass at once.
