The side quest, "Blood on the Ice" is bugged.
I need some help with this.. I've tried ALL solutions, but none of them worked from Youtube.
Supposedly,
Spoiler Susanna The Wicked is supposed to be murdered outside at night with witnesses around her dead body and a guard... and a few solutions were to enter, leave and enter Windhelm after 7PM, if the people were not there, well I did just that and it didn't work... the people are still not there. Please help!
I'm right there with you; as are quite a few others, I believe. The Beth Blog stated that the new 1.4 patch:
"Fixed numerous issues with “Blood on the Ice” not triggering properly"Mind you, I'm not entirely sure that it will help once the quest has begun, as in your case.
I'm also a bit confused as to the timeframe on the patch release for consoles. It was released for the PC, but not for the consoles yet (submitted to console manufacturers as of February 1st).
Anyway, just have to be patient and hope they can get the issues resolved.
