I literary find them strewn about in every dungeon, got so many I don't even know what to do with them...
If you can't find enough in dungeons then buy them from the mages or steal them when you can.

I suggest getting Azura's star tough, a reusable soul gem is quite OP.

dwemer ruins at least for me the machines always seem to have them.

Dwarven ruins are a great source of gems. Almost every monster has them.
