Imperial Quest Question(Last quest I believe) : V

I'm at

the part of the questline where we are attacking windhelm. I'm starting to near where Ulfric's palace is or whatever, and the people just keep on coming ! I'm pretty sure they are just spawning constantly in the same spot. Am I going the wrong way or is ithis a bug?

Just break your way through those defensive spikes and get inside the palace. Ignore any troops that come your way. Once you're in the palace, everything else will take care of itself (legate Rikke and General Tullius should be inside there with you when you enter).

Stormcloaks will endlessly spawn in the outer area if you stay there. Just keep moving toward the palace. Same for the Battle of Solitude on a Stormcloak run, BTW.
