Creation Kit when it comes out, maybe it's in data files, I don't know .

It's...a little time-consuming, but here you go:

1. Extract from Voices.bsa with bsa extractor, such as included with Fallout Mod Manager.
2. Extract .xwm from .fuz file with "Voice File Extractor" found on Skyrim Nexus.
3. Convert .xwm to .wav with "Skyrim Sound Tools", also found on Skyrim Nexus.

uh is there an easier way to do this now that the creation kit is out? I have no idea what to do with this voice extractor. double click the .exe a command prompt quickly opens and closes. doesn't look legit.

It's legitimate, but it's a command-line utility, and takes a bit of time. There's a new tool out, which I haven't tested, but it does have a user-interface. You could perhaps try this one: http://skyrim.nexusmods.com/downloads/file.php?id=8303

thanks for your help. This looked easier, but unfortunatley it crashes.if I manage to get this going, where exactly are Cicero's voice clips located? I have the BSA extractor because I had to use it to get Esbern's voice working. But I don't see Cicero's voice anywhere in the data/sound folder.

In the .bsa:
sound\voice\skyrim.esm\maleuniquecicero\*.fuz
