Is Bethesda aware of this issue? I am level 41 and cleared this zone out at some point during my leveling. I finished the companions quest line and wanted to get the totems of hircine and this is the first quest Aela gave me. Have gone over a month in game and still no animal respawn.

I AM avoiding the zone (I check every few days and reload a previous save if the animal isn't there).
