its been about 3 months now and hardly anyone knows about such a bug.Its acually really bad for people playing stealth/thief builds as the fortify pickpocket enchants and potions decrease the pickpocket success rather than increase it,like it should.I just hope that the next patch fixes this,whenever that may be.
