Quick Question for People who know about the game. : V

I haven't finished the game yet, but I'm working on a mod that affects the guards in the game. So I just want a quick yes or no answer(no spoilers please). Is there a reason tied into the story that the guards in some of the holds use Imperial Swords? Just yes or no is fine, but it will impact how I manage my mod. Thanks in advance!

Okay I'll specify. From the moment you step into Whiterun or most of the Holds, at the beginning of the game, the Guards use Imperial Swords. Is there a reason for this?

They use Imperial swords because they are alligned with the pro-Empire side of the Civil War. The guards in holds that support Ulfric Stormcloak will use a wider variety of weapons.
