1) A true economy of resources/production/sales... no artificial introduction of items/gold.
2) A social structure that reacts to you, far more complex than the simple "bounty" system in place and a speach skill that decreases prices.
3) A stratification of difficulty. Some areas should be more difficult than others, yet able to be overcome through experience and strategy.

1. Better AI and overall enemy combat diversity and ability, enough to push players to utilize different strategies aside from w + mouse one and potion/shield spam.
2. Better NPC dialogues and utilization of the speech skill, along with the ability to influence and branch quest and event outcomes. Speech as it is now seems to be an afterthought.
3. Combat and overall perk/player mechanics need to be tightened up. Some perks don't work as they are described, and some mechanics work together in ways that the devs likely did not anticipate.

A game cannot truly be the best game of all time, as that comes down to one’s own personal wants/needs ect =)
Apart from that....

1) Better difficulty... Feeling you need to be tactical with your weapon swings/magic/arrow usage ect, and having the environment/weather effect your battle.
2) Better AI... Npcs reacting to events and recognising them, for example a farmer should be running from a Dragon... Not attacking one with his bare fists.... Also talking about events more ect... Character depth is also very important, there are barely any characters/npcs in Skyrim i have some to love and detest... Which was very disappointing...
3) More fantasy... Right now Skyrim feels kinda generic, while it does still have fantasy elements they aren’t very strong... It needs more alienness like Morrowind and the Shivering Isles brought... More interaction from the Aedra and Daedra, more dramatic events and more character.

In no particular order:
1. Spellcrafting would be nice. And bring back necessary spells (like water breathing and open lock)
2. An optional "hardcoe Mode" of some sort like in Fallout: New Vegas. You would have to eat, drink (I don't know about drink, since Skyrim doesn't have any WATER) and sleep. And other aspects of the game would be harder.
3. Skill/Perks trees need to be better. For example. Having a One Handed skill of 100 with no perks is the same thing as having a One Handed of 25 with no perks. It is all about perks. How about doing this: When you reach level 40 One Handed, you already get the 20% damage boost perk without having to use a perk point. A perk should be a BONUS thing, not an ESSENTIAL thing. Same goes for all other trees. If you get like a 60 in Lockpicking, average locks should automatically be easier, and you wouldn't have to spend a perk point to get a benefit which should already be added to you by leveling the skill. Note: I'm only talking about the 5 set +20% to [insert skill effect here] perks. Other perks like Conditioning or Paralyzing Strike would still need a perk point.

1. More bug clean up, I still say this games polish and bugs are worse than New Vegas without patches.

2. More depth, where is my spell creation, old spell types. These things added more options and meaning to being a mage. A reputation system and a faction reputation system where your actions is reflected within the world and there is actual consequence if you screw up. Older weapon types and more clothing options to expand roleplaying value.

3. I included this in more depth but the magic in this game needs spell creation and older spells as it added more options to being a mage, the duel handed spells is great they can even keep the charge and cast mechanic in Skyrim, just give us back spell making and all of the axed spells we have lost, that would add so much more to the spells system we have now.

Quests are too shallow. Make them actual quests then this game could be 10/10

Of all time? It needs a hell of a lot more then 3 things to meet that category, but it could use:
  • Dialogue choices with consequences
  • Dungeon puzzles that make you think
  • Quest variety, something aside from "get this" or "kill that"

i have a list much longer than 3, but the top 3 are
  • much better representation of the lore (which means spell making, all the spell effects, the old weapons and more to get even close to the lore) without making something up to stop form doing some work (from what iv heard there are hints pointing to The Order taking over skyrim, that is clearly just to get out of extra work)
  • dynamic world that actually reacts to, well, anything
  • better writing, much better writting (which also means not over using those annoying 1-liners every NPC spouts the second they see you)
edit: i mutilated something pretty bad and did not even notice till osmeone quoted me

1) Spellcrafting and/or Destruction magic scaling.
2) At least five times more variety with weapons and armor.
3) Better companion system that actually works.

Attributes, spellcrafting, spears, crossbows, first person horseback riding, portable alchemy, an arena, and everything else they've gutted over the years.

I think the game needs;

1. A better AI and NPC reactions and stuff. This is not so important to some people but it is to me. Regular citizens should not be attacking dragons. I wish people would comment on more things you do. After the Civil War ends, everyone in Skyrim should be talking about it! Most people talk about the War as if it is still going on. That bums me out.. Quests you do should affect people on a local scale. Doing quests could unlock more quests when people see how you helped a friend or helped the town or whatever. There are a couple more that I could mention.

2. More interesting quests are something I want to see. More plot twists and variety! There should be quests as exciting or interesting as Helgen. Not more "search a cave" quests. They are fun of course, but I want more variety. That would be great. I would also like follow-up quests to storylines like the Civil War and the College of Winterhold. I was hoping for quests after I destroyed the Stormcloaks. There could be quests where you try to ease tension and get things together after the War is over. Same for some of the other storylines. I would just like more depth.

3. More voice acting and actors?

Agree with all of this. They overlooked so much in this game.

1. Stop with the white nationalism. tes5 is dirty because stormfront identifies with your game, bethesda.
2. Let most quests have results in game. If my quest is to help a drunk get over his ex, then he should stop drinking after the quest is done.
3. Let quest npcs have a 'resolution phase.' Not only has sadguynpc quit drinking, but one week later he becomes a merchant / commits seppuku / stops liking women.

Dungeon puzzles that make you think

I remember Zelda back on Nintendo. It had this completely blacked out dungeon that was impossible to get through unless you went and bought some graph paper and mapped it out yourself.

I hated it. But it wouldn't be a bad thing if there were one or two dungeons like that as long as they were sidequests.

My list...

1. The elimination of bugs. This includes the screen freezing/crashing, quests that get broken, etc.
2. More types of enemies. I remember the first time I saw a Draugr Deathlord, I was like "What the hell is that!?" It would be cool if completely new types of enemies would begin showing up the more you progressed in levels.
3. The option to play the game from Alduin's side. Basically it'd be you and the Dragons against everyone else. I have to admit though, that this idea is probably beyond the available technology--at least to be able to fit it on one disc. Maybe a two-disc release?
