I have a problem. I have somehow managed to mess up my Skyrim so it is no longer working as it should.
The game runs fine, but the NPC scripts seems to be messed up. Whenever I interact with an NPC who is supposed to "do something - anything", it just stands there and doesnt do anything. Even if I try to start a new game as soon as I enter Helgen keep with either one of the two NPC's, they stop functioning as soon as they cut my hands free. When I try to talk to them, they respond with "This way" or "Come here" or something similar. but they don't move, they just stand and look at me.

I have tried to uninstall and re-install Skyrim, but it doesn't help. It is as if Steam is remembering and just restoring everything as it was before uninstalling. Is there a way to force Steam to forget EVERYTHING about Skyrim? And will I be able to install the game again without a new install code?

Any help is much appreciated.

could be wrong but uninstall it and look for and delete any folders to do with skyrim that might be left over. including your saves. then reinstall
