Since Khajit are denied access to most cities, I'm sure they have much bigger things to worry about, like dragons.

Khajiit use skooma as a mild stimulant. Only milk-drinkers can OD from skooma. M'aiq is not a a milk-drinker. At least, not since M'aiq was weaned.
