... burn it down to the ground entirely, what would it be? Any structure, house, tomb, temple, whatever.

I'd burn down Chillfurrow Farm, see how well Nazeem fares without his 'very succesful business'.

Yes, he never actually visits his farm. But still, it appears to be his main source of income.

I'd like to get all the fallen down wrecked buildings in Winterhold, burn them and replace them with new ones. A Winterhold dlc that re-builds Winterhold back into a decent thriving town / city would be cool.

That, or the New Gnisis Cornerclub. I was hoping the Grey Quarter had stronger Morrowind roots, maybe even some exclusive items [via trade].

...a fire would give the owner a reason to renovate in a more appropriate motif.
