Do unused mods slow down loading time?

I have Downloaded and installed many mods that uses ESM/ ESPs + some texture/meshes. However i get bored of many of these mods and simply unchecked the esp/esms in the load order of the nexus mod manager. However, these unchecked esp/esms also come with some texture files(most armor/clothes files will have this).
Now my question is, even though i unchecked the esp/esms, will skyrim still load the textures? Lately, my loading time is really slow, like 30 sec to start skyrim up, and in my nexusmodmanager, i have about 90+ unchecked esps.

If your .esps and .esms are not enabled the game engine will not load load them, or the art files associates with them, during initialization. They are basically inert.

Actually the game does read all the .esps and .esms in the data folder. It could cause longer load times.
