This perk is does help out a great deal in dodging Power Attacks and timing your bashes right. I've used it in every build that makes use of Block because of its low requirement.
However, does anyone feel it slows down combat a bit too much or makes it too easy? How effective is blocking when you're only using a weapon and don't have access to this perk?
Is it a MUST HAVE perk for block? Is combat more enjoyable without it?
I play a light armour, greatsword user and this perk has saved my life many many times. Mostly because I use it to dodge around my enemy and hit them in the back.

But do you feel the perk is essential in letting you dodge? Would you be able to sidestep even without it?
default Skyrim; yes it is essential because of the unrealistic weapon range and the 'magnetisim' makes dodging weapons darn near impossible in close combat
When using 'Duke Patricks Heavy Weapons Combat mod' it's more of a helper to make dodging 'easier', and makes me feel like a badass. =D
(If you're on PC and you want realy intense fights DP's is the way to go. You can actualy dodge a greatsword just by taking a step back)
I probably would have died in a few cases with out it.
Like my entry to "Skuldafn" was an epic fight. I used Stormcall a bit haphazardly, and at least 15 Death Lords swarmed me. Not only do they hit hard, but they all could shout Unrelenting Force on a consistent basis. Quick Reflexes saved my butt. I could dodge weapon attacks and shouts alike.
