Yeah, It does. Try fighting a fire breathing dragon as a Dunmer then as a Nord. You take a lot less damage as Dunmer.

Resist Magic reduces the damage of all harmful effects brought on by spellcasting or dragon breath, whether it be Fire, Frost or Shock. It's superior to Elemental Resistances because of that.

but dunmer has fire resistance not magic resistance.
