This is something that always went on since I started my Argonian's file (after the 1.5 update). Whenever I pay my bounty, a group of enemies (never the same kind, I have experienced everything from Bandits to Dragons) spawns where I go to pay the bounty as well as a group of hostile "guards" that attack me on sight. The fake guards can be killed with no bounty though. Why is this happening?

Although it is kind of funny sometimes.

Also sometimes when this happens, the real guards suddenly aren't wearing anything, but it's in their inventories.
