Regarding my plant respawns, I've tested and there is some inconsistencies in the amount of time it takes for the plants to respawn. Some examples and locations are, three lavender plants on the road North of the Robbers Gorge towards the waterfall past the walkway where they drop boulders on you. Another was a few tundra cotton and mountain flowers along the road coming from Whiterun going to Fort Greymoore. But I left and came and waited longer and the plants all respawned. In Whiterun there is some lavender I think its in an area if you turn left by the big tree that did not regrow but I went and waited longer and I came back and it was all there. It seems to only be effecting the two cities where I picked some ingredients, in the other three main cities the plants seem fine so far but I have not touched the plants there.

It seems like some plants will regrow after about two weeks but it takes a solid thirty for other to grow back.

There is one annoying thing since the respawn fix, if you wait say two weeks and you cone back to Whiterun and everything grew back and then you walk into any building then walk out all the plants in the city will have nothing on them like you out picked them. I have tested this a few times. Also in Solitude and not pick anything if you go to the any building and and come out the plants all in the city will not be there. They will respawn but if you go into any building and come out the plants will be gone.

I think the same thing will happen in the other three major cities but I have to test it out.

If its of any consequence I've played roughly about 14 hours with my new 1.6 character.
