I just started a new Wood Elf character, and as I made my usual run towards Riverwood I found that small bandit camp with the One-Handed Skill Book and Treasure Map in it. As I began killing the bandits, I noticed Elenwen just strolling around. This has happened twice now, on two different accounts, in the same area.

She's walking from Helgen (she's in the tutorial, if you didn't notice).

There's something to find around this place; it's related to one of her men. I won't tell you where; just explore and you'll find it. Never seen her there myself though.

I ran into General Tullius leaving Helgen, literally just doubled back to the village right after finishing tutorial.
