Okay, first off I want to say that I'm aware you don't need the Boethiah cultist to attack you to start the Boethiah's Calling quest but for the purposes of this character I want to start the quest by that means.

I've tried many times to do so and he's not very reliable as to when and where he attacks. Yes, I know it's random but this is getting crazy... I've made sure to be level 30, and he doesn't pop up. Running around for hours in all sorts of locations on and off road and nothing. I've tried spawning him via console or resetting the quest too and nothing... What I want to know is this:

Is there another trigger, or perhaps a location that is more likely to produce results?
Is there some quest or activity that makes him not appear, or a bug that makes it so he won't show his ugly face?

The Boethiah cultist is quickly becoming my least favorite NPC.
