Workaround for the Impact Stunlock?

I know a lot of people find the 100% stagger effect of the Impact perk to be overpowered, myself included. I don't know if this is how it's supposed to work, or if there is some kind of "bug" associated with it, but I found that when not truly dual-casting, meaning not clicking both casting buttons simultaneously, but rather charging one hand, then charging another, the stagger effect is not there, or at least, not 100% of the time. Has anyone else experimented with this?

In addition, the spell cost is better because it's as if you are casting two single spells instead of one...even better if it's chain lightning where you have a chance to damage two secondary targets instead of one.

Either I'm mistaken in my observations, or it really does work this way.

Impact isnt supposed to work at all unless you dual cast.
