I know he, the dovahkin, have horses, but what about other travelers... it breaks the feel when your on a horse and no one else is...

I've seen several. They are there. Some hunters ride them, as well as a nobleman and a few others. They are there.

Well, there really are some. I encountered a "noble" travelling on a horse soemwhere near RIften and an Argonian who just attacked me near the border to Cyrodiil.

Don't forget about the random Peddler you have to rescue from time to time from bandits or what ever. I've bumped into several of them, they never have very much cash though.
