Hassled by guards

Three thugs jumped me in Riverwood it seems I had stole something and couldn't even remember doing it. After I killed them a guard told me I was disturbing the piece and should pay a special fine. A few dialogue lines allowed me to tell him to get lost Im not paying a bribe. I hope any DLC adds a lot more of this kind of thing as it makes Skyrim feel a bit more real and is quite funny to.

I've had thugs before and

I did the shakedown thing in Riften
but I've never had a guard that just normaly patrols say I'm disturbing the peace and try to shake me down.

I agree though that they should just go through and add more little things and character.

The thugs come after you when you pickpocket someone.
I think it only happens once.
On another character I had they came after me just outside Whiterun,as I was running and fireing my bow I heard one say"look a fight this should be good".I was actually looking for some help from them no luck,not very good guards.
Thats good that they told you that you were disturbing the peace,I haven't heard that yet.
Things like that help make this game great,I wish there was more also.

Try using a shout inside Whiterun near the guards by the gate direct it at nothing so as not to get in to much trouble. The guards should then come and have a word with you about shouting making people nervous.

Now that you mention it I remember doing that once,I thought that was good.

Last night I was playing way up north - at that shipwreck near Solitude - and in the distance I see 3 figures. When I get close enough to them, one of them started talking to me, saying I was interfering with imperial business, and had to pay a fine. All of them were dressed in imperial uniforms.

As he was talking, I looked around, and nearby I saw two (dead) male bodies completely stripped of their clothes, etc.

Since I had been in the area before, I knew there was no "imperial" business going on there, and when the replies to his demand came up, I selected the one that refused to pay the fine. Not that I didn't have the gold, but this was plain blackmail.

Then he said, "in that case, it's time for you to die."

Obviously they didn't know my girl is as good with a melee weapon as she is with the bow she was carrying. One key click to arm the ebony hammer thingy, and they were dead seconds later. I was correct in selecting that option as I didn't get a bounty on me, plus I let them initiate the fight.

I took their money, and I guess they were really imperial solders because they had no extra armor/clothes/weapons on them, although the two dead men also turned out to be imperial solders. But, I couldn't find their clothes or weapons, so I take it that someone else killed those two guys.

But it's interesting, just when you think you've seen it all, up pops something completely different - I had not experienced a shakedown before from imperial solders.

Those are bandits probably, considering they don't really know what they're talking about and pausing to think about how the Legion addresses people. It's a nice way to get Imperial heavy armor early if you can find them.
