Like most people here, I DO want to see glaring errors fixed and have the minor ones smoothed over also.

I downloaded the 1.5 beta and just was wondering what the word "official that is" regarding the full non-beta 1.5 patch is.

There won't be any official word on this. It will be released when it's released. But since there are things that need to be fixed in the current beta version I'd give it another week.
