Pick the race you want since the racial bonus don't mean anything other then you can upgrade that skill less then a race who doesn't have any bonuses. For example when you compare a bosmer and an imperials archery skill bosmer starts with 25 and an imperial starts with 15. What this means is the bosmer can only upgrade his archery skill 75 times to get to 100 while the imperial can upgrade his archery skill 85 times! In the end the imperial will have 2 more perks for leveling up his archery skill to 100.

not this again. the only way this has any form of impact to the character is if you only going to level with a singel skill which in this game is close to impossible

Its a perfectly valid point, I'm sorry that you don't comprehend basic math and initial skill points are worthless.

For PC users there's a MOD that gives freedom to place the +10 an +5 starting bonus to any skill, like in the good old days of Morrowind where major and minor skills could be selected manually.

going from 15 to 25 nets you 205 hidden experience points. To put this intro perspective, to go from level 50 to 51 you need 1325 of these points. So having a +10 starting bonus, on the long run, helps you very little.

There's a perk calculator on a site but it doesn't work correctly as it assumes that every 10 skill advancements a new level is reached.

The only correct formulas to use are those explained on UESP.
