Try the court wizards.
Also, the spell Transmute can make you a lot of gold. I found the spell tome for it in Halted Stream Camp (outside of Whiterun). Pretty useful

You need to join the College of Winterhold to get the best spells, understandably.

There are a few unique tomes, such as Flaming Familiar, which you get from High Gate Ruins.

You have to have a certain skill level before you can buy the more advanced spells. You should see new tomes every 25 points, or so.

I find that Calcelmo in Markarth always has the best spells. And always check for spell books in dungeons, cave's and Dwemer ruins.

Um, Oblivion? Or, Morrowind? Those would be my choices if I were looking for new spells.

Oh, wait, you meant in Skyrim. Well, threre are not that many but yeah, as others have said, you might try the college. You also need to be at the appropriate level before the spells will start showing up in the vendor's inventory.

Court wizards are pretty much your only option. You have to be a fairly high level to start finding expert/master spell tomes in random loot.
