Can Npc's use powers?

Do Npc's ever use powers? Like a imperial guard using the Voice Of The Emperor power? I have yet to see a Npc use theirs.

In oblivion they could. Not sure about skyrim.

that would be one a.i. improvement i would make, though, it's not an actual improvement.

only if u use the NPC efitor, and give them a spell.....

I think some of the draugr (sp??) use dragon shouts, mostly the one that disarms you.

Don't know if you want to call them NPCs, though.

With patch 1.1 I found myself fighting an Argonian that used Histskin against me. I thought it was a healing potion at first but it kept healing continuously for a while. Haven't seen it since.
