A few are a bit silly-looking, but he made the odds of encountering them appropriately low. It's great going through a dungeon and being surprised by something crazy.

I would like to see more werewolf's inhabiting caves and such. Almost like bandits, with different kinds of werewolf's. "Young werewolf" and so on. During the day they could be labelled as bandits, giving no clue to their true nature.

Maybe not bandit, they should be labelled as lunatic or the crazed ones, got some werewolf npc ideas for ya.

Just saying, most of the Draugr were cursed because they worshiped the Dragons.

I dont think they can just put them in caves , in that case. You have to remember that the doors to oblivion have been closed for 200 years. It would be a little weird for them to be as common as any other enemy.
