Just saw this article in the latest edition of Xbox Magazine!
(Word for Word...)
ON THE HORIZON
I've been playing sky room for a while now and I've been wondering about DLC. while looking up info on the web I came across a rather interesting glitch that I ended up trying out; the result was me looking down on Cyrodiil And Morrowind. Could this be the foundation for future additional content? - Shane
We say: Funny you ask, Shane. Just as you wrote in to us, Bethesda's Todd Howard confirmed in an interview at DICE that says, you were looking at Morrowind and Cyrodiil. Unfortunately, he went on to say they're not necessarily indicators of planned DLC: "The reason they are there - and I will not say if we are or are not using them in the future - is when we first built the landmass for Skyrim we knew we were going to have these tall mountains. We have views early in the project where you can see into the [neighboring] province from the other game. We needed to have something [there]... [T]he thinking is, maybe we'll use it one day, but our larger worry was, 'I'm going to climb up on top of a mountain and look that way. What will I be able to see there?' We try to cover all those angles as much as we can."

Key Quotes:
1.) "and I will not say if we are or are not using them in the future"
2.) "[T]he thinking is, maybe we'll use it one day"
So, there you go guys! It's a possibility.
