Spoiler
As I was heading down the road with Esbern and Delphine, I heard Esbern say "AH HA! THERE YOU ARE!" and summon a Storm Atronach. I hit "ironflesh" and pulled my weapon. It was a mudcrab. "Ok, he's got that..." Esbern blasts it with a fireball, and the storm atronach hits it with 3 lightening bolts. Then a 4th. It's still walking toward us, clacking it's pincers. I laugh "seriously?" Delphine runs over and starts whacking it with her "blades" katana. After 4 strikes, it's dead.
I kill them in one hit. Always have it seems like. Never had trouble killing a mudcrab. Yeah, it was on Master level difficulty, but damn, I always one-shot them. It took 4 lightening bolts, a fireball and 4 whacks with a sword for them to kill it.
I've outfitted Lydia with a full suit of Ebony, and an ebony sword and shield, enchanted with fire. And it took her almost half a minute to kill hostile simply called "bandit", with no other words.

Are the NPC's really supposed to be that weak on Master? I guess the only purpose of them is to be an extra-target, so everything isn't on you at once.
