I think we can count on at least a couple of those titles in the future, though I think they'd be hesitant to revisit Hammerfell and High Rock since both of these places were featured in Daggerfall, though not in their entirety.
Personally, it sounds like a lot of people are interested in Black Marsh and Elsweyr...but I think these are bad ideas. I for one would probably get annoyed by hearing the Khajiit/Argonian voices over and over again, all through the game. I know some people REALLY love the beast races, but I think a lot of other people are at best iffy on them, so it would be difficult to do a TES: Elsweyr or TES: Black Marsh.
Originally I was onboard for TES VI: Hammerfell. But people have increasing brought up the fact that the last two games were man-oriented, and as such a lot of that 'wonder' and 'foreign land of mystery' has been lost since Morrowind, meaning that perhaps a visit to the Summerset Isles is in order, though I don't see that happening while the Thalmor are in total control of the island, they hate foreigners too much to make it believable that an Argonian can show up and be the 'Altmer Chosen One' to save them from whatever calamity is in the next game.
TES: Valenwood would be fun too, but I think that it (and Black Marsh too, really,) would have too many cool lore things to accurately portray on today's technology, so a lot of the neat stuff would be left out or not done very well, like the moving tree city for example.
