Well you can certainly do that. Even if you don't use Archery (and I wouldn't, out of preference), carry lightweight bow and cheap arrows to use to distract enemies (or even bring them to you).
I'd advise perking Light Armor, Block, and One Handed, but make sure you also get the perks for dual wielding. Preferably a Redguard with the Lady, Tower, Lord or Shadow stone (or switch between them and have a lot of fun).
Think of this character as sort of a weaponsmaster who, for only those three extra perks, can switch between offensive and defensive, but thanks to light armor is always very mobile.
Redguards have good starting skills (like a +10 to One Handed), a decent bit of poison resistance (useful against spiders and chauruses, mostly), and a wonderful power for skirmisher-type fighters (lots of shield bashing, running, and power attacks).
The Lady makes for better mobility sine you'll be regenerating health and stamina that much more easily. The Tower can help earn treasure and provides some RP value, IMO. The Lord makes you more defensive, which is good if you're in light armor and aren't a big magic user (no wards, not a Breton, no Alteration, no use for the Atronach stone, etc.), and the Shadow can help you run away once in a while or get straight to your target easily.
This build is mostly for fun, but it can certainly be competitive with whatever you want to do in the game (other than magic, obviously), especially since there are only three main skills (Light Armor, One Handed, Block), so feel free to add things like Alchemy, Smithing, Sneak or Archery on to it. I just advise against using magic, since Redgaurds aren't predisposed to a powerful mage build and you'd have to invest valuable points in magicka.
