For the same reason IE in preinstalled on M$ OS's.

They love to make shady deals like that.

Edit: I do believe the exclusivity is only for a one month timeframe.

Do not worry, even before 11-11-11, we got confirmation that 360 will get DLC first and after 30 days, PS3 and PC
