But enemies won't scale, either (besides set-level enemies). The biggest challenge would be creatures or enemies already at high levels.

#1 would be more difficult.


Sure you wouldn't get perks with #2, but unlike #1, you're forced to pick an attribute. (i.e: Health, Magicka, Stamina)

...Alduin, and a few other rare encounters are the only set of enemies in the game that scale their level with you. That's why they're so easy to kill.

Bandits, Forsworn, animals, dragons, draugr, falmer all scale.

Leveling up, because the only thing you get out of leveling up without perks is +health/magicka/stamina, while the enemies get stronger.

No, that's not true, a huge amount of enemies scale their level with you. The only ones I know of that don't are giants and mammoths.

I'd say #2. Getting the health or magicka or stamina is nice, but there are some key perks that if you don't have them on certain builds, would make the game much harder (like any type of spellcaster).

Trolls are another one, by the way. As far as I'm aware, they have a specific level.

They scale like this. It's not the exact numbers but the point is the same.

Bear level:
Min-Max
[8-15]

This means when your level one, those bears are still level eight. Once you reach level eight, they begin to level up with you until level 15 when they stop leveling.
