It may be, I just tried to purchase something on Steam and it couldn't add it to my shopping cart. And when I try to go to my profile it says "the Steam Community is currently unavailable."

Ignore that. It's an occasional issue that happens on Steam, but it means nothing with a single-player game, since your save files are on your system, not the cloud.

The number of users on Steam are currently peaking, so that's probably what's giving connection issues.

Yes, if you can't connect to the Steam servers, you'll get a Server is Busy error which can keep you from playing your offline game. Awesome eh?

The error the OP is describing has never once stopped me from playing a single-player game.

I was actually playing Skyrim up until a few minutes ago, and because I was actually playing it through steam, not in offline mode, so it seemed okay.

I was able to jump into TF2 without any problems, but the item server is down. Between this and the problems I encountered above it seems Steam is having problems, although the servers clearly aren't entirely down since I was able to get into TF2.

If that happens switch Steam to offline mode, games play normally then.

I've had that happen several times. Switching to offline mode doesn't help either, as you have to connect to the servers to go offline. Ze clever.

I'm not sure which error you're referring to. When the dialog box the OP posted about comes up, there's an option to play anyway. It's just a warning that single-player data won't sync to the cloud. I've never had to play Skyrim in offline-mode to get around a problem with Steam's servers.

Disconnect from the internet, restart Steam, and choose offline mod. Easy enough... ;)

Yes, you can start the game if it can't sync with the cloud, but your latest saves might be missing. I've had both cloud and server connection issues lately.

I can't go offline if I can't connect to Steam, no matter how many times I restart it.

The only reason you'd experience that is if you were playing on a different computer than the one with your save files. Otherwise, the data is on your computer, not the cloud.

Everything seems to be back up for me now. Just picked up Scary Girl to play with my son, and completed a TF2 trade.
