I believe you have to leave the cell before they equip it.

No, they just never equip it unfortunately

Title of thread is confusing?

it was one of the many complaints in oblivion where bandits started to wear daedric armor at higher levels and there was this one guy who lived in anvil he gave you a quest to find and kill the cougers from coming in to anvil he'd have on daedric armor if you started this quest at a high level.

Title says that everyone still wearsoff Daedric armor. Problem is...they don't. Confusing title is confusing.

I dont want shop keepers to be wearing armour, i think it looks silly and ruins the mood, theyre shop keepers, not warriors.

Also i would prefer it if only some people were equipped with weapons.

My idea is to be able to reverse pickpocket eveybody in a city and give them an entire outfit of daedric armor and weapons(an Enormouse task because you have to make every piece yourself) it would feel like you would be fighting a dremora army like in oblivion.make on hell of a challange.

Its kind of like when a goth or emo kid puts on too much makeup and tries too hard to be dark and sorrowful. You end up laughing at them.

...I laugh at them either way...
