"Poisoned" bugged?

So, I came back to Skyrim after dropping it during the 1.2 patch.

So far, so good. Many CK mods and retextures to make it almost a whole new game and I'm having fun.
The only thing that's really bugging me is the "Poisoned" perk, resp. poisons in general.
I remember Paralysis Poisons to be a total battlechanger, as close to no enemy resisted it.

Now I use the strongest of poisons and even the weakest of Bandits just pops a "Bandit resisted instantkillsuperpoison".
Additionally, I wanted to play a stealthy assassin type and invested in the "Poisoned" perk in the pickpocketing tree. Turns out, every single NPC I try to poison resists every type of poison. Even the Weakness to poison - poisons (yo dawg).

Yea, I use a lot of mods, but mostly for different looks and none I use would change all NPCs or poisons.And of course I also tried running the game in vanilla and the issue didn't resolve.

So is my game just bugged up or is this something another patch has brought in?

Poisons still seem to work on animals, but not on people or draugr, haven't tested on dragons yet.

Anyone else with this issue or could it be a consistent issue created by some mod at some point? Input anyone? :(

Thats wierd, I use poisons on my arrows all the time and have only noticed the undead resist them. I also have the poisoned perk for the same character and haven't had any npc resist a poison I slipped in their pocket. Sounds like a glitch if you can't poison human npcs.

Having found the console command for the AV poison resist, I noticed that apparently all NPCs have 100 temporary poison resistance. Does sound like a mod issue indeed, but why does it persist without mods? :/
