I don't think a GOTY edition has been announced for Skyrim.
The GOTY editions for Morrowind, Oblivion, and FO3 were all vanilla game bundled together with the expansions. They were also released after Bethesda had finished developement of new content for their respective games. Chances are if/when Bethesda releases a Skyrim GOTY it will follow the same format.
If and when it comes out it'll have to something pretty special with a lot of extra things on it to make it worth purchasing. For example, one new questline and horse armor ain't gonna cut it. Personally I'd need a good 20-25% more content to make it worth my while. I don't know if that's even possible but anything less (okay, I'll bite at 19%) keeps my money in my wallet.
Way too soon for a GOTY edition, expect that in another one and a half years after the 3 or so expansions/DLC and all the patches come out. Hopefully Beth fixes Skyrim at that point, otherwise selling the GOTY edition will be a problem, at least for me.
