weapon damage and armor rating

I have some questions about armor rating and weapon damage. I have level 100 enchantment and level 100 alchemy which mean that whenever I improve weapons and armor I have a potion that improves them by 147% and I wear enchanted armor that also makes it so I can improve weapons and armor by a few percent of 100%. My two questions are do I have to use both the potion and the set of enchanted armor to get the full protection and damage out of my weapons and armor? And my other question is once I improve my weapons using the enchanted armor set and potion will putting an enchantment that improves say weapon damage improve the damage I deal or is the damage already maxed out from improving it?

Armor cap is 567(ish) so anything over that is overkill really. You don't actually need either to hit it.
Yes, the 'Fortify (weapons skill)' enchantment will still improve the damage even further than what you've smithed.
