From the UESP:

Health slowly regenerates over time. You regenerate 0.70% of your maximum Health each second outside of combat and 0.49% inside combat.

The regen rates are similar with Stamina and Magic. In combat, it regens slower than out of combat. In fact, these two regen slower than Health while in combat, so keep that in mind.
