Which holds, towns, areas, etc., have enchantment trainers, and what are their names?

I'm stuck using my PS3's crappy browser since my gf is using my PC for one of her term papers.

College of Winterhold I'm not sure who else trains in enchanting.

Hmm, Sergius at the CoW never wants to train me. His dialogue option "Can you train me in enchanting?" gives me a response along the lines of "Go find an enchanting table and learn it yerself!"

It is possible Sergius only trains you once your are friends with him, he had a few tasks to do if i remember correctly.
