Do enemies level with you in dungeons?

Let's say I go into Blackreach at lv 25


If I go back at lv 40 and the enemies have respawned, will they be stronger than when I entered at lv 25?

No. If you enter at lvl 25, the enemies level will be locked so if you go back at lvl 40 you will be much stronger.
