Are dragon corpses permanent

I mean, on my first playthrough, I have encountered 6 dragons over college of winterhold, there is one skeleton outside of the school, one skeleton that moved to the city, and 4 that I have yet to find. I was hoping at the release of the game that I could scar the landscape with my past triumphs, but I dont know anymore.

Not in general, though there are some places where they will remain. As you noted the college is one such place where corpses can pile up, as are the cities themselves.

I remember in one of my previous playthroughs a dragon skeleton was "permanently" stuck in Riverwood. It was quite annoying since it was blocking the whole path and it would have these spasms and move on its own.

That was annoying. I hope they aren't permanent.

If you want a dragon corpse to move for whatever reason, hit it with a firebolt spell (or similar) and it will move it.

Wow that was more effective than I imagined.

I'm not going to have an issue with dragon corpses on my current playthrough though, as I've avoided the MQ and therefore not spawned the dragons. I'm roleplaying someone who isn't the dragonborn, or atleast isn't aware that he is one.
